[IP] Mitou project in Japan

Over the next 18 months I will be involved with IPA (Information
Promotion Agency)'s project called Mitou project designed to help
produce world class young programmers. I am the only current non
Japanese involved as a "Program Manager" but in the past Alan Kay also
served.
