It's worth noting that Underwatergate (as I am calling it since it
involves the tapping of the undersea telecom cables) revolves around
both phone calls and E-mail. E-mail is much eaier to perform
computerized surveillance on, particuarly blanket surveillance. Given
the tap feed, one could examine all the world's E-mail at some level
with a comparatively modest amount of computing power. The focus on
calls misses the point that with E-mail, it's next to impossible to
determine where the parties to an e-mail are, and whether they are
inside the USA. Domestic calls going over international lines is
quite rare. Domestic E-mail going over them is vastly more frequent.
