It's worth remembering that there's a technical component to this
as well. CALEA, by mandating that telecommunications systems
be purpose-built to enable essentially instantaneous and
undetectable tapping at the press of button, effectively removed
most technical "friction" that helped to act as a check against
abuse.
By making it so very simple and effortless for authorities to
wiretap, CALEA helped to set the stage for the current controversy.
