This seems hyperbolic. Wouldn't it "effectively disenfranchise" only
those who are homeless, don't drive, have no bank accounts, don't get
a paycheck, AND (not "or") don't get any form of government
assistance or anything else that involves a government document? Are
we actually talking about any significant number of people who are
registered to vote, or who could not become registered fairly
easily? (Ohio, like most states, offers a non-driver's picture ID,
does it not?)
