It's interesting that the state of Massachusetts sees PDF as "open."
There are relatively few tools to create it, and of these only one
or two are low-cost or no-cost. What's more, Adobe's Acrobat reader
-- which is both adware and nagware, if not spyware -- is virtually
the only reader available for the format which is compatible with
most documents. Were PDF truly open, there would be a much wider
variety of choices.
