As a followup to this story, things are not quite as rosy in
Manassas as the press releases indicate. Amateur operators there
have been trying to get the City of Manassas to clean up the
interference issues it keeps promising to clean up, but has
apparently been unable or unwilling to effectively address.
After trying unsucessfully for months to get this resolved locally,
several Amateur operators in the area renewed their formal
complaints about interference from the system being operated by the
City of Manassas. ARRL has written a letter to the FCC in support
of the speedy and proper resolution of these harmful interference
complaints. At the level of the emissions, on the many MHz of
spectrum that system is using, only the very strongest of HF
signals are occasionally audible, although even these strong
signals are very noisy.

page for a few days. ARRL's information on BPL is available at

information site that contains measurements and audio/video
