Peering wars are not new, as the article notes. What is new that
this hasn't happened for a while, so it is a sign of how the
infrastructure companies on the net are dealing with each other now.
Peering is the natural thing to fight about when ISPs are not the
same size. I learned about this from the late Ken Organski at
Michigan - his "correlates of war" project predicted that conflict is
more likely (but not certain) when a challenging power moves close to
parity with the dominant state.
