The intention of the legislation that originally established PITAC
was to
provide a mechanism to provide for external review of and advice to the
federal interagency IT R&D program. PITAC was expected to consist of
experts in IT who would provide continuing assessments of the
priorities,
content, and management of the federal program and who would
periodically
make recommendations for its improvement.
The problem with this new arrangement is that PCAST has a much broader
agenda and is not composed primarily of IT experts. It is doubtful
PCAST
will be able to devote the level of time and attention to the federal
IT R&D
program that was contemplated by the original legislation.

My comment "I doubt it in practice djf] " was not in any way to cast
doubt on the capabilities of the PCAST members, many of which are
friends of mine. It is to doubt whether the IT area will have any
increased visibility in the WH.

The President has signed a new executive order (EO) on Continuance of
Certain Federal Advisory Committees and Amendments to and Revocation
of Other Executive Orders.
Per section 8 of this EO: :http://www.whitehouse.gov/news/releases/
2005/09/20050930-5.html
"PCAST shall serve as the PITAC under subsections 101(b) and 103(b)
of the High-Performance Computing Act of 1991 (Public Law 102-194),
as amended (15 U.S.C. 5511(b) and 5513(b)).".
This Executive Order elevates [I doubt it in practice djf] the role
of external information technology advice in the White House by
designating PCAST, the President's Council of Advisors on Science and
Technology, to serve as the President's Information Technology
Advisory Committee.
