"Breathtakingly stupid" doesn't even begin to describe this proposal --
or the byzantine method for submitting comments. (What, nobody at the
Copyright Office is smart enough to set up an email address and accept
comments there? And they don't have any junior clerks who can run
a copy machine?)

Of course, IE:

-- is not available on many computing platforms, including all
six of the ones in use here as well as those most often used
    by technically clueful users

-- does not comply and will not comply with W3C standards; see,
    for example:

IE 7.0 Technical Changes Leave Web Developers, Users in the Lurch
http://www.windowsitpro.com/windowspaulthurrott/Article/ ArticleID/47208/windowspaulthurrott_47208.html

-- has been banned (along with Outlook) by a number of
entities, who have correctly recognized that it's really
a collection of massive security vulnerabilities relabled
as a "web browser" by the M$ marketing department

-- is clearly inferior to Opera, Safari and other browsers, and
is so vastly inferior to Firefox that comparisons are pointless

The people behind this proposal should be fired on the spot for
overwhelming incompetence.
