We used to call this time sharing. It's common to outsource
accounting, HR, travel or whatever is non-core. The classic
example was Xerox which outsourced its accounting to IP
Sharp in Canada. This created a crisis when someone realized
that the company's the accounting and its data were
implicitly being entrusted to an outside company that was
also outside the US.

This whole web services thing seems to be repackaging the
old ideas as if they are a new discovery and is reminiscent
of the naiveté by which Xerox found its data outside its
control and outside US jurisdiction.

Amazing what a fresh coat of glitz will do to an ancient
idea. Yes, there are significant differences with each
iteration but it still rusts. Sorry - undergoes an
oxidization process that produces a wonderful shade of
Autumn Brown -- this year's new color.
