Technically that's *not* illegal, because that part (3) of the RIP
{"Regulation of Investigatory Powers") law of 2000 was never activated
("commenced"). But the law is on the statute book and could be activated

It appears that they are seeking to raise the penalty for not complying with a decryption order to produce a key (the power already in RIP but which not
activated) from 2 years imprisonment to "a *very* significant amount of

I think it's worth mentioning that failing to hand over encryption keys
to the cops upon presentation of a warrant is already illegal in the UK,
with a maximum penalty of two years imprisonment.
