Accuweather is STRETCHING the truth
Such language, regardless of what it means in this context, is the
precedent for the govt to not be able to provide social security,
and other such services. Essentially this strips the government of
any powers to do anything - can't the private sector provide the office
of the president etc
There is a constitution in the US, but language that stips the
government
of the ability to provide for the health and welfare of its citizens is
contrary to that constitution.
Just think of where the Internet would be today if there had not been an
ARPA but instead a private sector provided entity to do the research,
create the prototypes etc.

It's the same bill. Section 2(b) says "The Secretary of Commerce
shall not provide, or assist other entities in providing, a product
or service (other than a product or service described in subsection
(a)(1)) that is or could be provided by the private sector".
"Stretching the truth" is far too kind.
