... And how does physically appearing in a passport office prove
parentage?
With family structures no longer conforming to some norm, typical parent
models no longer apply. And what about single parent families. How
does a
woman prove, "I never saw him again after that night?"
I wish my government was as concerned about protecting us from guns.
I am
sure that the number of children shot in gun accidents, or worse,
intentionally, far exceed the number of children abducted by a parent.

Before children are issued a document that could put them beyond the
reach of US law, it is important for someone to eyeball the parents,
both parents, and make sure they're both OK with the possibility that
the children can be taken beyond the reach of one parent's powers
under
US law.
