this misses the real point
with H1B holders -- no, they aren't cheaper in compensation, but they
are effectively captive. They
almost never resign if they are in the middle of the green card
application process -- the visa issues
make it close to impossible. This makes them much cheaper in total.
While that may have been true in the past, the "American Competitiveness
in the 21st Century Act", in immigration circles generally called AC21,
allows job changes in the middle of the greencard application process.
And from my observation, people make use of it.
Similarly with the H1 itself: changing jobs has been made much easier,
most likely in response to "bonded servitude" allegations in the 90ies.
