Dave,

When historians of the future look back on the quaint and obsolete
concept of "privacy," they will note that in the early 21st century,
moves toward the universal requirements of DNA sampling; ID chip
implantation; and locked, electric-shock capable GPS radio collars;
began with society's least respected members.

Starting with sexual offenders of all stripes, these technologies
were initially then deployed to those other persons considered to be
potentially dangerous.  This list included drunk drivers,
white-collar and garden-variety criminals, activists, politicians,
and so on, until economies of scale, increasing surveillance demands,
and a low-bid contract with a major relational database firm, made
all-encompassing use of these systems practical and mandatory for
everyone.

Historians will also note that 100% of the population approves of
being sampled, tagged, and collared, and wouldn't want to be living
any other way!  A bright future awaits!
