This is one reason the FreeS/WAN project was based in Canada - to avoid
US munitions (crypto, specifically) restrictions on their Linux IPsec
patches.

X-mile-out (3 or 12, depending on whether US extension of international
waters succeeded) gambling on boats may still exist; the law from 1949
which (I think) outlawed it was updated in 1994 to say "Such term does
not include a vessel with respect to gambling aboard such vessel beyond
the territorial waters of the United States during a covered voyage...",
which is an exception some states (MA, NJ, SC among others) was trying
to fight by blocking port access to ships trying to utilize the exception.

(can a lawyer on the list clarify)?
