A quick review of any developmental biology text will tell any reader
that there is no biological change that happens on the 18th, 19th or
21st or any birthday for that matter. And if there were such  a change,
does it miraculously differ according to the state, province, territory
or country the entity happens to be living in at the time?

Dave,

This is, I have to assume, a joke.  Determining the difference between
a 17-year-old and an 18-year-old via a mobile phone through "a simple
biometric bone-scanning test"?  Between that, the shoddily-assembled
website and the domain name purchased through an anonymizing proxy, I
can't see why there's any reason to suspect that this is anything other
than a cute little hoax.
