The caller interrupting a North Side couple's
dinner earlier this week said he was from the
Franklin County Board of Elections.

You and fellow IPers may want to check out the Verified Voter Foundation and CPSR-run "Election Incident Reporting System" (https://voteprotect.org/epc/index.php). This is where phone calls to the massive People for the American Way "Election Protection" (http://www.electionprotection2004.org) are being logged, disseminated and operators either answer questions live or have election observers dispatched to the scene.

At the moment it's still a work-in-progress but it appears they're already tracking incidents in "early voting" and pre-election locations. For instance, here's the incidents in the aforementioned Franklin County, Ohio which has 13 reported incidents:

https://voteprotect.org/epc/index.php? display=EIRMapCounty&state=Ohio&county=Franklin&cat=ALL&tab=ALL

Check out Miami-Dade County:

https://voteprotect.org/epc/index.php? display=EIRMapCounty&state=Florida&county=Miami-Dade&cat=ALL&tab=ALL

or Atkinson County, Georgia which seems to have something interesting happening to Hispanic voters:

This will be fascinating to watch - I'm volunteering as they not only need people to staff phones, polling locations and be mobile, but technical experts as well from PHP programmers to database wonks to researchers.

Enjoy.
