Dave,
You'll be seeing a bunch of stories today about Homeland
Security announcing that the CAPPS II airline passenger system
won't be getting off the ground, according to Homeland Security's
chief Tom Ridge.
However, look at these stories with care. It has also been
announced that CAPPS II may (in the time-honored tradition of Total
Information Security, etc.) appear again in a "repackaged, renamed"
form after additional work and study. So despite Ridge's
"driving a stake" gesture at the announcement, or the suggestion
that the "registered traveler" program (which has its own
significant risks) might replace the need for anything like CAPPS II,
it's quite possible that something like CAPPS II, under a different
name, may re-emerge from its grave.
