There we read that Vint Cerf declared:
"...Every one of the nearly 1 billion Internet users
today could certainly not be consulted about
Internet governance,..."
The question is, why not? The Internet provides the
technology for reaching everyone of them. Consulting
the users also does not exclude the governments. But
it could give a more balanced view of what users really
want and about the restrictions they feel today.
