FVAP's SERVE project is not an online voting system but
simply a ballot forwarding system. In other words, because
it was SPECIFIED to simply forward ballots from voters
to some external tally program it does not --and cannot--
offer end-to-end  security. It also does not -- and cannot--
provide for voter anonymity in the level required for elections
(which requires that voters and ballots cannot be linked to
each other under any circumstances).

These are all DESIGN flaws. No matter how perfectly
implemented, SERVE cannot be made secure for elections
and does not serve as a model for Internet voting.

NOTE: In 2002, a team including myself, Safevote and a major
defense prime contractor participated with a proposal in the FVAP
bid for SERVE, which proposal criticized, addressed and solved
these and other issues. The proposal also included a provision for
wide public debate and open peer review in all phases, including
specification review.
