If I understand VOIP, I can purchase a headset and plug it into my
computer. I
can subscribe with a VOIP provider. I can make/receive VOIP calls at my
discretion. AND, neither my cable Co. nor my ISP (perhaps one & the same)

anything to say about it.
If that's correct, how is my cable Co. different from my local telco? I
believe they are both performing the function of a Common Carrier. Why is one
defined as a CC and the other isn't?
Perhaps Chairman Powell, or someone else with greater understanding, and
deeper
insight, than I, can explain this in plain English.
