 No, viruses and spam is every stakeholders problem...  That includes
ICANN's
BoD and staff, it's registrars/registries...

Spam and viruses are "More Important" address related problems when
they are originated or related to even one of ICANN's and the GNSO's
self styled leaders...  Failure to "Address" that directly and
immediately
is a huge mistake in subliminal marketing as well as education, which
are two separate processes...
