2/3 vote: Please clarify the meaning of abstentions.
The proposed bylaw change at [1] is long overdue. Congratulations
for proposing it.
You might wish to clarify, though, whether an abstention counts as a
vote cast for the purpose of determining the 2/3 majority. (I.e.,
is an abstention ignored [as it ought to be], or is it effectively
counted as a "no" vote [as used to be the case on the GNSO
Council]?)
