The home secretary, David Blunkett, appeared last night to have
dropped the most controversial of his proposals to extend anti-
terrorism legislation in the face of criticism from the director of
public prosecutions and other senior legal figures.
Mr Blunkett confirmed yesterday that he no longer intends to change
the standard of proof in terrorist cases but it is clear that many of
his other ideas he voiced during his trip to India are still under
consideration.
