RE: [council] Action Item related to Whois Service Requirements

Hi,

I think a prioritization exercise is a good idea, but I am not sure that
now is the time for it. It might be a great thing for the new
bi-cameral council to take on as part of its initial work especially
given its role as a manager of the policy process. I also believe that
it is part of the policy strategy process that is also required by the
'improvements' plan.

One of the problems with prioritization that I would flag, is that there
always needs to be consideration of the interrupt driven work which
often ends up the most critical and goes to the top of the list.
