I'd agree to defer this -- both due to the ongoing
policy-development processes which absorb considerable attention,
and also because it would seem prudent to wait until there is some
experience with the new transfers policy; that policy is about to be
implemented.
On the other hand, I don't think there would be anything wrong about
an exchange of views between various groups in Rome.

I haven't had the time, yet, to read through the redemption grace
period documents. How much of the $150 figure is the registry's
part of the pie, and how much is added by registrars?
