I couldn't have said it better myself!

The only obligation ICANN should have is to make sure their ccTLD is in the
root, and to paraphrase a line from the 60's Broadway show Hair, let the
individual countries "do what they want, be what they want to be, and as
long as they don't hurt anyone" ("hurt anyone" being defined as messing with
anyone else's interconnectivity), that's it!

As for escrow; it's buyer beware.  Don't do business with a country that
might lose your registration.

As for dispute resolution; within a country, ICANN should not be dictating
policy to that country.

As for whois; within a country, ICANN should not be dictating policy to that
country.

All of this presumes, of course, that ICANN's mission is merely technical
coordination.  And on that, I believe, the jury is still out.
