A Working ICANN: Predictable and Rational Processes?

• Current process seems to give wrong incentives.

• Start by fixing the process mechanics?

  • Assign staff members that focus on individual policy processes.
  • Timely interaction between Staff and Task Forces!
  • Don't try to hide problems. Escalate them.

• Make public comments meaningful?

  • Discuss them, and respond to them.
  • Can't be outsourced to ALAC – this is an accountability mechanism that helps to keep all of us honest.

• Has the right balance between providers, commercial users and non-commercial users been found?
